Though they promised to address the accommodation of persons with sensitivities in 1989, by 1991 hospital officials were still stalling. The Ottawa Carleton District Health Council, later called the Champlain District Health Council, was still not including sensitivities in health planning for the region, despite their promise to do so as part of the settlement of an Ontario Human Rights complaint.
