Ministry officials received complaint about abuse of persons with central nervous system problems that are caused or exacerbated by sensitivities. They refer the complaint for the opinion of the abusers. The abusers claim (dishonestly) not to be abusing such patients. Ministry of Health adopts abusers position, ignoring written corroboration of abuse.
