Brown to Epp complaining that cabinet staff have said I need media stories before they will act

Catch 22. Journalists were not prepared to stop being abusive unless there was positive positive action by government. Cabinet Ministers responsible for abusive public servants wanted media stories to put wind in their sails. I complained to cabinet and to the Parliamentary Press Gallery.
