The Ministry of Health was lying outright about the availability of a publicly insured method of diagnosis, as identified in the 1985 Thomson report. When approached, the Ontario Ombudsman merely repeated the Ministry of Health's deceits, and made no recommendations. More than 30,000 Ontario residents have been unnecessarily killed in health care since.
